Project Description: Background

Since the beginning of 2016 the International Foundation for Electoral Systems (IFES) with the support of United States Aid International Development (USAID), has provided extensive support in the organization of the electoral processes in North Macedonia with a focus on the State Election Commission (SEC). This included targeted technical assistance in areas such as: first ever cross-checking of the voter register, development of online applications for facilitating the registration of diaspora voters, checking voters data, tracking of the elections complaints, registering candidates for the local elections, thereby increasing transparency and effectiveness of the electoral activities. Adding to the efforts in improving the strategic and operational planning and functioning of the SEC, IFES also provided assistance to the SEC in the organization of the early parliamentary elections in December 2016, the local elections in 2017 and the referendum at national level in September 2018.

Under the current program, IFES will carry on its support in improving the electoral processes in North Macedonia by providing technical assistance to the election administration, other relevant institutions, political parties and civil society organizations.


Under the supervision of IFES office Chief of Party and the guidance of Program Manager/Social Inclusion Specialist, the Project Officer will be responsible to undertake the following tasks:

Specific Tasks

  • Contribute and support project implementation in line with the work plan and other relevant documents;
  • Support short term local and international consultants in realization of specific assignments;
  • Undertake day to day management of the project, including operational, administrative and logistics related tasks ensuring efficient use of resources;
  • Ensure and guide relevant stakeholders and beneficiaries in project design and implementation;
  • Contribute in drafting project documents, including project briefs, strategies, related research and analysis;
  • Gather necessary data for monitoring and evaluation of the progress in the implementation of project activities;
  • Assist in the development of comprehensive and timely submission of regular reports;
  • Perform other duties as assigned.


The Project Officer is expected to start in May 2019, with an initial contract of one year, with probation period of three months and possibility of extension until September 2021.


To be legally allowed to work in the Republic of North Macedonia; Bachelor degree in social or political sciences, management, law or similar; At least 4 years of experience in implementation and coordination of development projects; At least 4 years of experience in providing assistance in the field of elections, democratization and/or assistance to political parties; Strong knowledge and experience in monitoring and evaluation aspect of project implementation; Sound knowledge and skills in conducting research and drafting reports and analysis; Experience in managing assignments of a wide range of local experts; Proven ability to plan and organize work effectively and within a required time frame, including administrative and operational tasks; Ability to interact with diverse groups of people, including government officials and/or political parties; Excellent command of English and Macedonian (written and oral) languages; Knowledge of Albanian language will be considered an asset.
